The damage difference should be much larger I would think. 11 damage from Bull to Bear? I don't think so.

Crab/etc increases Resistance, which is the opposed stat to Core Damage/Power. If Bull/Bear/etc increased regular damage as well, it would scale far too fast for the Resistance styles to counter.
Also note that the dummy has a Resistance of only 50, so the difference is as follows:
Bull: 602*100/(602+50) = 92% damage Bear: 451*100/(451+50) = 90% damage
That's just a 2% increase. But if he were fighting something with a Resistance of 500 (i.e., more comparable with his Core Power) the difference would be greater:
Bull: 602*100/(602+500) = 54% damage Bear: 451*100/(451+500) = 47% damage

For the first year of playing, I didn't even realise that Core Damage was different figure from "ordinary" Damage - I was not interested in the mathematics much, I just tried things until they worked.
Then I realised there were two different figures involved, but thought that "ordinary" Damage was just a random figure calculated from Core Damage when you hit someone.
Even now, I am not entirely sure I "get it". It seems that Core Damage is regardless of location, but including a style bonus %, whereas Damage depends on location/weapon/tech, but does not scale by style %, and both play different parts in the calculation of health loss - but have I actually got that straight in my head?
It might help if "help damage" referred you to a "help core damage", which explicitly dealt with the fact that "Core Damage" != "Damage" != "Max damage" != "Pre-soak damage" != "Health loss due to a hit".
To most people without a grounding in the GW2 mechanics, damage is just damage.
